Indonesia is a big country. Based on the landmass, Indonesia is the largest country of south east asia region. In the side of socio-cultural Indonesia is very complex because there are more than 200 million population and more than 30 ethnic groups. Indonesia also has 6000 inhabited islands and 13,667 uninhabited island. It was supported by natural resources and abundant commodity.
Indonesia also has problems besides has good potentials, the problems such as education, the uneven development and employment issues. That problems indicates a disparity of development, not only the development of human resources but also the facilities. That problems led the formation of background of CLC (Community Learning Center) ideas based on local wisdom as improved education services in disadvantaged areas, and the outer leading edge .
CLC is a non-formal educational unit that hold a variety of non-formal education programs such as life skills education, early childhood education, youth education, women’s empowerment education, literacy education, vocational education and job training, educational equality, as well as other education aimed at developing participants’ ability students (UU no. 20 tahun 2003). Mustofa Kamil said that the Community Learning Center (CLC) is an educational institution which was formed from the public awareness idea of the importance society position in the development process non-formal education, therefore the establishment of CLC in the center of society to become the supporting of the development process empowerment through the existing potentials in the society. CLC community has several roles, there are place of learning communities, a place for the exchange of learning, the center of information, meet all kinds of the people, community research centers.
Futhermore, the reason why it must be based on the local wisdom, because local wisdom is a local knowledge that cannot be separated with the belief, norms and culture that be expressed in the traditions and myths embraced in a long time. It is the reason why people can have a sense of belonging to the continuation of the program at CLC.
CLC based on local wisdom into solutions to improve educational services in disadvantaged areas, and the outer leading edge because of two main things are the first Indonesian society in general still has strong local knowledge and then the second one CLC its existence very urgent education in disadvantaged areas, leading and outer. The study in this paper took samples of three regions, the province of East Nusa Tenggara, North Sulawesi and Papua.
In East Nusa Tenggara school enrollment rate is only 88.68%, then 11.27% illiterate people in productive age (15 years +) and the number of unemployed population as much as 67.8 thousand, or approximately 8.71%. Furthermore, in the province of North Sulawesi, school enrollment rates as much as 88.5% of people are illiterate then 1.15% and the unemployment rate reached 67.7 thousand, or approximately 6.68%. in Papua province, school enrollment, showed a very low rate that is 68.99%, illiterate people as much as 34.31% and the number of unemployed as much as 47.6 thousand.
CLC exploration based on local wisdom is the reasons to improve the interesting student in the learning who do not attend formal education. In contrast to that school education has a stiff learning concept, CLC has a special feature that is flexible learning and adjusting state learning goals. This is correlate with the concept of non-formal education that relies on local context. In accordance with the results of the analysis and synthesis CLC based on local wisdom, can be solutions to improve educational services in disadvantaged areas, and the outer leading edge, it can be seen from varied educational programs offered by the CLC so that the real impact on the community is more holistic.
Idea of CLC based on local wisdom as solutions to improve educational services in disadvantaged areas, leading and highly adaptive and outer solutions. Idea CLC based on local wisdom can be adopted in other areas because basically CLC is the educational unit born of by and for the community. CLC can be used in the educational needed of each region because CLC is suitable. CLC can also be adapted to the distinctive culture of the area as prospective citizens learn towing interest to join and it can become a regional icon. Local wisdom can be used as a medium, process and learning resources that will reinforces the understanding sense of Indonesia for Indonesian society based on local wisdom.
